• Tight Submission Window: We are operating on a compressed timeframe for receiving and evaluating bids to ensure we can select a partner and mobilize immediately.

• Hard Completion Deadline: Fast-tracking this project is a top priority for us. A prompt turnaround is necessary to guarantee that all construction is fully completed ahead of our strict, non-negotiable hard deadline of February 2027.

• Scope Breakdown: The attached RFP details both Part A (Base Bid) and Part B (Additive Alternates). Please ensure your proposal provides the requested itemized costs and timeline impacts for both sections.

• Bidders should utilize the following Oregon Bureau of Labor and Industries (BOLI) rates for their proposals:

• BOLI Rate Booklet: Prevailing Wage Rates for Public Works Contracts dated January 5, 2026.

• Active Amendments: April 5, 2026 Amendment.

• Project Locality: Region 12 (Union County).
